RCS advisory group agree on the need for a "fresh start"

There must be a "fresh start" on responsibility and cost sharing (RCS) and a "bottom-up" review of animal health spending, according to the economics expert heading up the RCS Advisory Group.
Prior to an appearance at BVA congress this weekend, economist Rosemary Radcliffe outlined some of the group's conclusions, as well as its suggestions for the composition of the independent body set to oversee animal health provision.
Addressing an audience of VLA vets on September 22, Ms Radcliffe said that, despite 10 years of discussion, previous advice on how to progress RCS appeared to have disappeared.
She said: "For better or worse there has been a quite a substantial breakdown in trust between the department and animal keepers."
Ms Radcliffe said the whole advisory group agreed there needed to be a "fresh start" on RCS and later added that all those involved in animal health have not always been thinking "coherently, clearly and consistently" about the subject.
Responding to the economist's comment, Devon vet Dick Sibley said he was "pleasantly surprised" with her views, however he feared any good suggestions could be discarded by Government and questioned whether the coalition was "brave enough" to allow farmers to manage the animal health budget.
